Doivnie Steivart) to-day). -.[■'■ The Council is constituted as folloAvs:— George Shirtcliffe, 0.8. E. (chairman), Wellington. Hugh Vickerman, D.5.0., 0.8. E., M.1.C.E., M.Sc., Wellington. Henry George Denham, M.A., M.Sc, (N.Z.), D.Sc. (Liverpool),- Ph.D. (Gottingen), Christchurch. Theodore Rigg, M.Sc, Nelson. Quentin Donald, Featherston. Charles Rhodes, Auckland. John Malcolm, M.D. (Edin. Univ.), Dunedin. j". The appointments are for the full term provided for in the Act—four years—and the council is to function immediately. Brief details of the qualifications of the appointees are indicated by-the following notes:— Mr. G. Shirtcliffe.—Educated at. Christ's College, Christchurch. Formerly manager and director of A. S. Paterson and Co. Member of TaxationCommittee, 1922-24. Extensive service as member of Wellington Harbour Board, Wellington City' Council, and Chamber of Commerce. Mr. Hugh- Vickerman.—Senior partner Vickerman and Lancaster, civil and electrical engineers. Formerly superintending engineer of the Public Works Department. In charge N.Z.. Tunnellers during Great War. Awarded D.S.O. and 0.8. E. Holds Degree of M.Sc. in New Zealand University with first-class honours in Geology. Professor Henry George Denham.— Professor of Chemistry, Canterbury College. Educated Canterbury College; M.A. (1905), M.Sc. (1906). Has held position in Liverpool University and South Africa. First-class honours in Physical Chemistry (1905). Gained 1851 Scholarship in 1906. Mr. Theodore Rigg.—Assistant Director, Cawthron Institute, Nelson. Educated at Victoria College, where he obtained the Degree of M.Sc. with.firstclass honours in Chemistry. Worked for some time in the Agricultural. Department. In 1911 he obtained the 1851 Exhibition Scholarship, and proceeded to Cambridge,'where he studied at tho Agricultural Station, Rothamsted. Mr. Rigg is a specialist in soil analysis. Served in war—France, Serbia, Poland, and Russia. Mr. Quentin Donald.—Born in Wairarapa. Founder',of Featherston Dairy Factory; well-known breeder; chairman Featherston County Council; member of Board of Agriculture; member District Highway Council. Mr. Charles Rhodes.—Manager N.Z. Mines Trust; director Waihi Goldminmg Co., N.Z. Insurance Co.; member Defence Expenditure Commission, 1918. Member of Council of Auckland University College. Professor John Malcolm.—Professor of Physiology, University of Otago, since 1905. Previously held research appointments in University of Edinburgh. Has done considerable research Avork on nutrition and on vitamine contents of various foods. FUNCTIONS OF THE COUNCIL. The Scientific and Industrial Research Act, 1926, provides that tha council, shall act in an advisory capacity, and the duties are set out as follows: (1) To consider and report to the Minister upon the scientific aspects of all proposals made to the Department for the encouragement and organisation of scientific and industrial research; (2) to submit annually to the Minister a programme of the Avork, with estimates of the cost thereof, for each of the scientific institutions and service's under the control of the Department; (3) to make recommendations as to the expenditure of money by the Department in grants for purposes of scientific research; (_) to advise the Government on the scientific aspects of any proposals made by. any other Department of State, and referred to the council for its consideration and recommendations. The council is authorised to appoint such committees, subject to the approval of the Minister, as it deems necessary to investigate and report on the work of any of the scientific laboratories, services, and institutions administered by the Department. The permanent secretary of the Department (Dr. E. Marsden) by virtue of his office is entitled to attend and speak at all meetings of the council, and also has voting, powers.
