MELBOUBNE, This Day. ' In tlie Legislative Assembly, delivering his Budget speech, the State Treasurer, Sir Alexander Peacock, said that there would be no alteration in the rates of income tax. The new, taxation ou betting which ia estimated to increase the revenue by £417,000 is to take the form of ,a tax of 1£ per cent, ou the turnover of each boakmak* er. The present stamp duties on betting tickets and licenses or permits will be abolished, but a license fee of £1 will be charged on each, bookmaker's certificate.

The restoration of stain]) duties on. bills of exchange and promissory notes to rates ruling before tho war was another feature of the speech.
