Before the Police Bribery Commission a bookmaker gave evidence that he was several times removed from racecourses by the police. He was advised by his friends that it was "No uae unless you sling." Several times he paid money to constables, and then was not molested. His opinion was that it was utterly impossible to conduct betting on a racecourse without bribing the police.
