LONDON, 25th October. The "Daily Mail's" Paris correspondent points out that any change-in", thu Governments of France and Germany is unlikely to affect the ratification .of tho Pact. M. Painleve is hourly expected to hand the President the'Cabi-: net's collective resignation. It is expected that the reconstructed Cabinet will inchtde several members of M. Hcrriot's Ministry, whose support of a capital levy will soon produce a new crisis. The "Mail" adds : "Soviet secret agents are carrying out an intrigue in Paris and the south European capitals to form a bloc against the Security Pact. They are offering France the bribe o£ the repayment of 2,} per cent, of the nation's pre-war credit."
