CITY COUNCIL MEETING

NELSON, 24th October
The fortnightly meeting of the City Council was held on I'iiday evening. Present: The Mayor (Mr. William Lock), Councillors iS A. Gibbs, E. K. Neale, A. G. Nightingale, J. Stringer, A. Wigzell, \V. J. Moruitt, H. Watsun, and i' 1. Plum. Councillor W. C. ilarley was excused from attendance.
The (Jhnsicnurch City Council asked for support: [I) To a protest against Government interference and restrictions with rights oi local bodies; \2) to a protest against the employment by the Government 01 inspectors to administer regulations in connection with the control of cinematograph machines and the storage of films, and also against the continual niching of local aodies' powers by regulations. lhe matters were leferred to a committee.
Two letters from citizens in regard to erosion of a riverbank by Hood were referred to a committee consisting of the Mayor and Councillors Gibbs, Stringer, Moffatt, and Plum, with power to act. The Tahunanui Town Board wrote asking for a conference concerning amalgamation. It was resolved that the members of the Town Board be invited to meet the council next Thursday evening.
A request from the Public Works Department that the council pay £17 per aumim for the uso of the morgue was refused, on the ground that the council had expended £40 on repairs to the structure, which was not situate on council land.
The sanitary inspector was granted leave of absence to attend a conference to be held at Dunedin in February next.
Messrs. Chamberlain and Slannard wrote requesting the carrying out of drainage work in Victoria avenue, md offering financial assistance. It was re-, solved that the work be put in hand when the street is taken over by the council, in about four weeks' time. The applicants stated that a building costing £2000 would shortly be erected on the artn, for which the drainage was required.
Messrs. Pitt and Moore, solicitors; forwarded an agreement with Mr. Huggins for the purchase of the gas showroom. Tho agreement will be signed.
The Motor-cycle Club were granted the uso of Victory Square for a gymliana to be held on 7th November. '
The Commissioner of Crown Lands wrote stating that payment of £ICO3 was considered necessary for vesting of lands at Maungatapu in the council. The matter was referred to a committee.
The Wangumii City Council offered a quantity of water meters, for sale. ■
A report was received from Mr. T. H. ■ Urwin, lion, ranger of .the Lands Reserve.
The gasworks engineer reported that the unaccounted for gas was extremely high. There had been three mishaps to the mains, which--, would account for some part of the loss, but it . was not possible to say to what extent, since it could not be said how long the leakages continued before they were discovered. After discussion tho matter was referred to a committee with a view to instituting some method to check , the consumption of gas. It was resolved that the Municipal Solicitor's opinion be obtained on the question of numbering bicycles, and that provision be made in the new traffic bylaws to prohibit the laying of bicycles on footpaths. It was resolved that the. engineer provide further ventilation for tho Wnimeti street sewer, as recommended. The matter of the flooding of tho wood area in Weka street was referred to a committee. SPECIAL MEETING REPORT. At a special meeting of the council held on 15th inst. to consider the matter of a gas showroom and other business, it was resolved to purchaso the property occupied by Mr. F. W. Huggins, opposite the Council Chambers, for £2850, for the purpose of a gas showroom and workshops. The Mayor and Town Clerk .were appointed delegates to tho Municipal Conference. The petition from residents of- Brook street for improvements to footpath were referred to the City Engineer. The City Engineer and. the Traffic inspector were instructed to furnish a plan showing the position of parking places and taxi-stands and suggested stands and parking places. It was resolved to remove the footpath and the horse trough on the south side- of Se'.wyn place, opposite the Council Chambers, and that the triangle further west be converted into a parking place It was resolved that the price of coke be 2s 6d per bag. Regarding quarry extension, it was resolved to offer Mrs. Richardson £300 I'or 1£ acres. The question of an assistant for the City Engineer was deferred tiil January next. The engineer submitted plans of proposed accommodation improvement at Trafalgar Park. He considered the present pavilion unsuitable for extending, and proposed to build another pavilion at the northern end with provision for dressing sheds and pear. The engineer reported that tho bath plans were rearing completion. A plan rf the ftont elevation was shown. Plans for shelter sheds at Taliuminui were also submitted. It was resolved tluft tho bath plans and specifications be considered at next Thursday's committee meeting. Councillor Nealo urged that the building of tho Trafalgar .street bridge should be undertaken at an early date. The Mayor said as soon as the hnlhs wero under way the bridge- would be gene on wit! 1.
