LEVER AGAINST AMERICA
COMPLICATIONS PROBABLE. (RKUTER'S TELEGRAM,) WASHINGTON, 26th.August. Tho developments in the foreign debt situation abroad are- regarded by observers hero as likely to seriously complicate tlio 'forthcoming negotiations for the funding of tho debts of Franco and "H.-ily to (lie United Slates*. While o/Jiciul* ary loLli to discuss the problem disclosed to-day, it ia plainly evident that they expect Franc.6 to exert pressure for lornib with, the United States
similar to those granted by Great Britain.
France, it is learned on official authority, will be told that she owes the United States more than she owes Britain, and that the annual payments must be greater. Another phase of the situation attracts attention. The report is apparently certain to delay the Belgians in taking Parliamentary action on the funding pact with the United States. Delay will not be fatal to an agreement, but it is suggested that if earlier ratification by Belgium is possible, the atmosphere as it surrounds similar action by Congress and bears on the French and Italian negotiations here would be materially cleared.
