Believing that M. ■ Caillaux will attempt to obtain the same favourable terms from Washington, they point out that America is not willing to accept less than 3^ per cent., while the British arrangement amounts to 2 per cent. M. Caillaux considers that any arrangement with Britain is • worthless without the stipulation for the suspension of tho annuities if they threaten to disturb tlio exchanges, nor should "''ranee have to pay tho Allies collectively mur.o than she receives from Germany. 1
