BERLIN, 25th August,, The French evacuation of. Dusseldorf has freed the last of the so-called -"sanction" towns which have been occupied since 1921. The suburbs of Obercassel and Heerdt, being on the left bank of the Rhine, i-emain part of the original occupied territory. In the past month Dusseldorf'a big garrison has dwindled until only a regiment of dragoons and a handful of infantry were left. These paraded in the presence of a large, listless crowd..; The ceremony was unimpressive, and the troops marched off to the strains of "Sombre et Meuse," a musical malediction which the Germans did not recognise, and which therefore lost its sting.
