An important agreement has been entered into with regard to the navigation of the fcchedlt. The river is to be perpetually free and open to all flags of all nations except warships, and this is to apply even in wartime. Western Scheldt and its entrances from the high seas as well as" on the part of the Scheldt below the harbour of Antwerp should at all times bo governed by the progress of marine construction and by the growing needs of navigation ' °
