regard to certain desidera to be submitted to the Council when it is preparing the general programme for the conference on disarmament. Several articles in Dr. Benes's report have been modified, but not substantially. The part of the Protocol dealing with 'security and disarmament is completed, and there now remains only the section dealing with arbitration, which it is hoped will be completed to-morrow.
