DELHI, 26th October, j The Viceroy of India, in exercising ' his emergency power to promulgate an ordinance with a view to suppressing the revolutionary conspiracy in Bengal, declares that he is. convinced that the conspiracy is deep-seated and dangerous, and that it is necessary to take immediate and strong measures to repress it. The ordinance constitutes a tribunal to try revolutionary - cases, and ■provides powers for dealing with suspected persons and for securing cvi- i dence in view of the intimidation and I violence to witnesses. The police at Calcutta have arrested twenty-seven persons, including three of the leading supporters .of Das, on suspicion of being connected with the anarchical movement ia Bengal. The Commissioner of Police says that the arrests are the resuW of evidence of adefinite organised revolutionary conspiracy. Searches and arrests are proceeding throughout Bengal, of which details have not yet been received.
