In-his speech at Penmaemnawr, Mr. Lloyd George denounced the Russian Treaty 'as " a fake and a folly." The Premier had been held up by Socialist gunmen. It was an act of criminal recklessness to guarantee. huge sums to be spent by the organisers of anarchy. The Liberal Party would forfeit the respect of the Nation if it shirked the challenge, and the Government would suffer an unparalleled defeat if it appealed to tho country on the Treaty. ' The speaker supported the Government's Irish policy, and said he approved the recently-published letter ■ from the Earl of Birkenhead, which interpreted '•he boundary clause in the Anglo-Irish Treaty as' meaning only minor frontier rectifications. He said he could not imagine that the eminent South African Judge who had been called upon to interpret the Treaty would come to unreasonable decisions which would tear up Ulster s territory.' / '
