The Ulster Association claims that tho statements in the Earl of Birkenhead's letter served a two-fold purpose. They confirmed Ulsters-view that clause 12 of the treaty, means, boundary rectification only, and, secondly, elicited-a. reply, from the Free- State Boundary Bureau, proving that what the Free State meant all along was disarmament. _■ "
