FRAMING A POLICY

Official: The Imperial Emigration Conference, with Baron Shidehara, as president, was convened for the first time this afternoon. The scope of its inquiry includes: To what countries emigrants should be sent; and the nature and control of assistance to be extended to emigrants and emigration societies. '"■■■.- ' ■ . ■ .■-■■_■-■ Baron Shideliara declared that the emigration policy should not only attempt to solve the surplus population problem, but should promote self-suffi-ciency in the home country regarding' supplies of food and raw material. He urged that: the policy should bo so arranged that Japaneso emigrants would bo acceptable wherever they were sent.
