AMERICA'S VOICE IN LONDON

DAWES PLAN ESSENTIAL

ONLY WAY OUT OF EUROPE'S DIFFICULTIES.

(UNITED PRESS ASSOCIATION.—COPYRIGHT.)

(AUfiTRAIIAN-NEW ZEALAND OADLE ASSOCIATION.) LONDON, 28th July.

The "Daily Telegraph's" diplomatic correspondent states that the situation of the first committee of the inter-Al-lied Conference to-day was again threatened with complete deadlock, when Mr. Logan, the American, made an unexpected and dramatic move.

Speaking very deliberately, Mr. Logan declared that the United States Government regarded the putting of the Dawos report into operation as a matter of' the greatest concern. Indeed, it was the only practical way out of the European difficulties. He repudiated the suggestion that the American bankers were in any way animated by a de'eire to meddle in politics. Mr. Logan suggested that it was useless for the committee to try and fix a basis of security for the loan until Germany, as the borrower, the bankers a3 lenders, and the Reparation Commission, arrived at an agreement. Then the only need for the committee would be to consider the arrangements.
