COMPROMISE OFFERED
, LONDON, 28th July. It is -understood that the distinctive feature of the third plenary conference was a promise from the French delegation that it would submit to the conference on Wednesday a scheme by which the objections of the British and American bankers would bo met by a compromise. Regarding the French and Belgian railwaymen, it is probable that the conference will decide to invite all the members of the Reparation Commission to come to London. (UEUTEK'S TELEGRAM.) (Received 30th July, 12.30 p.m.) LONDON, 29th July. The new.French formula submitted to the conference to-day proposes recourse to arbitration when the Reparation Commission fails to agree on the question of German default, one of the three arbitrators to be an American.
