PECTED.
. NEW YORK, 26th November. The Ne\V York "Tribune's" Washington correspondent reports that Mr. Mellon (Secretary of the Treasury) stated : "It is known that rum-runners will be seized if they are caught within the twelve-miic cruising range off shore despite the fact that tile "treaty with Britain has not even been submitted to t!ie Senate, much less ratified." Mi 1. Mellon feels that several daring individuals are fiailntlhgly setting the authority and sovereignty of tlie United States at naught by apeniy running with liquor to the United States. Moreover, he feels that ho contravention of iiational law is occurring, especially in the case of the Tomoka, where the vessel was actually in touch with the shore, and had already been unloading her cargo of liquor into boats, intending to land' it. The. Treasury Department does not expect Britain to protest in the circumstances. Revenue cutters have been given a specific direction to look out for certain riumers, and these will be pursued outside the three-mile limit.
