At an American-Canadian conference on liquor-smuggling on Tuesday at Ottawa, the United States Government will propose that the clearance of ships far the United States with liquor cargoes be prohibited by Canada, that search and seizure of vessels engaged in smuggling on the Great Lakes b"e authorised, and that a treaty arrangement be made for the extradition of persons accused of violating the liquor laws. x Although Agreement is not yet in treaty form. Treasury officials said they regarded the principles involved as accepted by the two Governments, and a revenue cutter service is being proceeded with on tha,t basis.
