SCAFFOLDING ACT

EXAMINING BOARD APPOINTED.

Additional regulations under the Scaffolding and Excavation Act, 1922, were gazetted yesterday. The new regulations provide' that -. — The board shall comprise : (a) The Secretary of Labour, who shall be chairman; (b) two. inspectors of sealfolding, to be selected By the Minister; (c) a person representing the employers in those trades in connection with which scaffolding is used, such person to be appointed by the Minister, having regard to any representations made by the said employers; (d) a person representing the workers in ' those trades in connection with which scaffolding is used,. such person to be appointed by the Minister, having lrgard to any representations made by the said workers.

Three members of the board shall form a quorum, and every question before a meeting of the board shall be decided by the votes of a majority of the members present. The chairman shall have a deliberate vote,' and in any case where the votes are equal shall have a casting vote also.' Examinations of persons for appointment as inspectors shall be held at such times and at such places .is n.ay be fixed by the chairman tf the toard. Every examination ghall comprise written and oral tests of the curdidate's knowledge and experience of : The use of scaffolding, building, and hoisting pear, and appliances; thr'nature, weight, strength, breaking-stisin, and factors of safety of Materials or gear commonly used in connection with scaffolding; the kind of scaffolding most suitable for any yartio'ilar trade or purpose; the methods of rigging or erecting gantries, lifts, cranes, dmicks, hoisting-gear, and swinging-stages; the elementary principles of building construction.; the precautions H3ce3sa.vy for safety in building and scaffolding operations.

The hoard may, in addition, require any candidate to make a simple Bketch of any building, scaffolding, gear, or portion thereof,
