LONDON, 6th August, The Cologne correspondent of "The Times" reports that a new feature has been introduced into the Ruhr struggle. General Degoutte has issued a proclamation that if the production of coal and coke proves insufficient fo.r French requirements, French engineering commissioners will taie possession of and administer the mines, and that the working costs will be charged against the "German Government. German employees who refuse to work will be expelled and replaced by labour gangs under militaryprotection. If the German opposition continues, the new regulation will involve the expulsion of hundreds of thousands of miners.

Reports from Essen state that a number of the pitheads belonging to the Zollveiein Mining Company have been occupied by French troops, indicating that the French intend to work the mines.
