■ BRUSSELS, 18th July A Military Service Bill, providing' for twelve .months' service for infantry and thirteen months for cavalry and artillery, was passed by the Chamber of Deputies by 86 votes to 76. The result is regarded a s a distinct victory for the new Cabinet
