The American Minister at Pekin, Mr. Schurman, hits informed the State Department that the Presidential politics have seriously complicated the efforts to release the bandits' captives and make imperative a policy of insistent pressure on the Pekin Government. Mr. Schurman advises against any change in the present plan of negotiating through the Chinese authorities, and indicates that the Diplomatic Corps is not considering military action by foreign troops. The Commission which will investigate the whole situation is composed of the commanders .of foreign troops in China.
