LONDON, 9th May. The control staff of the Wembley Stadium, reporting to the Empire Exhibition Board on the rushing of the park at the Association Cup final, suggests that no blame is attachable to any individual or body. "The plain fact is that whereas the capacity of the stadium is 127,000, over 200,000 decided to get in one way or another."

The report recommends that all tickets be taken in advance, that structural alterations to the entrances be made, and that an electric automatic recording system of turnstiles, as used in relation to the totalisakrr in New Zealand, be installed.
