LAUSANNE, ?3th April The Turks proposed a form of words whioh in the opinion of the Allies 'vyould have the effect of abolishing the" capitulations from September, 1914, when the Turks, without the consent of the Pow-. ers, declared them abolished. It is pointed out that this would make it possible for the Turks legally to claim arrears of taxes from Allied companies, also to annul the proceedings of consular courts since their establishment in 1918. ■

Mr. Grew said the United States wished it to be understood that America never consented to-the proposition that rights acquired under treaty should he abrogated.
