DANGER OF WAR OVER RUHR. LONDON; Bth March. The "Westminster Gazette's" Cologne correspondent says: "My impression is that the cauldron of the Ruhr might boil over at any time, with fearful results in bloodshed. France, I am told, would not hesitate to declare war and Bomb cities, Berlin included, if her forces were attacked. The German authorities, therefore, are doing their utmost to oheck the rising passions of their people. The best informed people are of the opinion that unless an agreement is soon reached it is only a matter of time before another war breaks out. The French declare the crisis will occur in sir weeks, when it is expected that the German resistance will collapse."
