NEW ROAD ON FORESHORE.

Tho City Council proposes to construct a new road .along- the foreshore from Lyaljl Bay to Seatoun, but as part of the property it will be necessary to cut through belongs to the Defence Department, the Mayor has been negotiating with the Minister of Defence for authority to proceed. Sir Heaton Rhodes has now advised the Mayor that. present access enjoyed by the Department to its property is not sufficient for its purposes. On the other hand, he says, from a purely defence point of view, the proposed road will be a drawback rather than an advantage, but he does not wish to stand in the way of the undertaking, ;which will be of considerable benefit to the city. As the road will, presumably, require to be located' actually on 1 the military reserve in the vicinity, he is prepared to grant the necessary, land free of cost, on condition (1) that the location of tho road is approved by the Department; (2) that the .Department is allowed to close the road at any time and for any period, when required for military purposes^ and (3) tnat the road is fenced on the landward side by the City Council without expense to the Defence Department.
