WAR DEBTS NOTE
AMERICA'S CONTRADICTION. (CHITIB mm ASSOCIATION.—COFIBIOBI.) WASHINGTON.. 24th August. Mr. A. W. Mellon, Secretary of the Treasury, has issued a statement contradicting the intimation contained in Lord Balfour's recent Note that the United States required Britain to guarantee a return of the money loaned to the other Allies during the war. ' Mr. Mellon declares that the associated and other Allies borrowed on their own, account, and produces memoranda to chow that this was clear to Britain.'
