Orders have been issued to atop all work 6i^ four battleships and four battleicruisers' now being built. Twenty-geyen thousand men axe affected, but Admiral Okada, chief of the Naval Construction' Bureau, says that this will be only temporarily, as it is now planned to advance the 1924 and 1925 programmes j of naval auxiliaries, the/ building of which will commence inunediateTy. Admiral Okada, -answering questions in tho Diet, stated that, in addition to the large vessels, nine destroyers, Sve submarines, eight torpedo 'boats, md two auxiliary vessels would be scrapped this year, thirfcy-two in all. Antiquated battleships would be retained for a training reserve. The policy of the navy was to act in strict accordance with the Washington Conference decisions.
