LONDON. 20th December.

Arrangements to embark troops at Queenstown for Milford Haven have been cancelled, and the transports have been recalled. Special trains to carry troops from South Ireland have also been cancelled for the present This is stated to be owing to the uncertainty as to whether the Dail Eireann will ratify the Treaty, and the troop* will not be embarked unless the Treaty is ratified.
