BELGIUM AS GUARDIAN OF LUXEMBOURG
REPLACES GERMANY AS PROTECTOR OF INLAND DUCHY.
Belgium has replaced Germany as th« protector of the Duchy of Luxembourg by; the terms of a formal agreement concluded at Brussels, the text of wKich'wa* received in Washington recently. Th« agreement ends a diplomatic struggle between France and Belgium which began at the termination of the ■ World War.
By the term* of the new accord, all! Customs formalities between Belgium and Luxembourg are abolished and in the future, wherever the duchy is not represented by its own consular agents, Luxembourg interests will be placed in the hand* of Belgian Consular officers. All Luxembourg money is to be re* placed by Belgian money with the exception of a bill of a denomination lest than 10 francs and totalling 25,000,000 francs. , Tho consolidation of the Luxembourg; railroad system with that of Belgium! is agreed upon. The combined systcnn will be handled by a single administration, the details of which aro to b« determined later. France renounces all claim to participation in this administration.
Luxembourg is to receive a loan of 175,000,000 francs, to be raised by at Belgian financial group. On the loan, Luxembourg is required to pay a 2 per| cent, interest, the remaining interest tal bo paid by Belgium. A superior Council, composed of five members, Belgians and Luxembourfjers, will control the various organisation* oreated, and will act as a liaison between the governments in the executioal of the accord.
