A plea on behalf of owners of property was voiced by Sir Bassett Edwards in the Assessment Court this morning. "The landlord is continually getting notices whicli substantiall require him to practically rebuild a houso^which has been built 40 years, notices to clear drains, for which dirty tenants have been to blame, notices to provide receptacles to carry rubbish away, and all sorts of harassing notices. The life of an owner of a house here is a. misery. He cannot get a return of 2 per cent, for hia money, but the unfortunate owner of land is held up as a vampire sucking the blood from the working man."
