Proposals for the establishment of a Slata lottery have now been definitely drafted into a Bill, which is to be submitted to Parliament next session. In face of continued protests ■ from various religious arid other bodies, as ■ well aa a' host of individuals, -it is intended tt> make' a lottery ( estimated to Tetnrn a lavjfe profit annually to the Government, and to ensure this it, is proposed to make a complete Government monopoly of the Rale of lottery, sweep, and artunion tickets. That is, of course, with one exception—the annual 8-hour art union conducted by tile Trades Hall Association—which no Labour Government will have the temerity to assail. Such a monopoly will write finis to a myriad of minor enterprises in tho art-union line which have sprung up under the lax administration in which the gaming lows fell during the war in consequence of the effectiveness of such devices in raising money.
