The Central Asian News indicates that the Bolsheviks in Europe are abandoning their earlier: policy of extreme harshness and repression, and are encouraging j all kinds of production, and endeavouring to establish settled Governments in the occupied countries. This departure will strike communists as to some extent an [ admission oi failure. ' The Bolsheviks in Bokhara are un- ! easy. Irregular forces have occupied the hill country, at Hissar, where the ex-Amir made a long resistance. Considerable friction between the Bolsheviks, Republican Bokharans, and the revolutionary Afghan party in ©oku and Bokhara is embarrassing the Bolsheviks at Kabul. There is a widespread belief that a successful conchi-, sion of the British negotiations at Kabul is imminent. It wonld be welcomed by everyone on the frontier, where the situation is improving. The hostile tribesmen are apparently warweary, and a satisfactory conclusion of peace with Afghanistan would probably result in a rapid collapse. . The Russians have completed the evacuation of Northern Persia, but two hundrjed. Tartars have deserted to the Persian rebels at Ghitau, who are inflicting a reverse on the Government troops. , ' .
