TOKIO, 28th April. Boron Kato, in an interview, declared that while Yap was a weighty matter, a solution of the question could not be expected, from Mr. Hara's Government. Japan could never bear to be robbed of the mandate, which had been properly accorded her. Baron Kato said he believed that America was bringing pressure to bear over Yap because she disliked the Japanese activities in Siberia, and because America over-estimated Japan's power.
