THE INDUSTRIAL BILL JOINT COUNCIL SYSTEM (WITJEB PIIESB ASSOCIATION.—CCFIM9HT.) (REUTIft'S TELEORAUO LONDON, 6th October. The Italian Government has -framed a Bill regulating the industrial relations arising out of the recent metal workers' dispute, and will shortly introduce^ it in the Chamber of Deputies. According to the newspaper Epoca, the measure provides for reform of the Supreme Labour Council, and creates a special technical council of 150 members, composed equally of representatives of employers and workers, with legislative as well as. consulta^ tive powers in regard to disciplinarymeasures and working conditions'in factories. The council will adjudicate- on all questions involving relations between employer and employee in commerce, industry, and agriculture, and will erect a permanent committee t# prepare and supervise the enforcement of labour legislation.
