The Government so far has declined to negotiate for the surrender of Zamora, the bandit, who is holding an American and a Briton for ransom. ' Ten thousand troops are concentrated at Jalisco to advance against Zamora-. ,< WASHINGTON, 25th August. Later advices received by the State Department from Mexico City states that the Mexican Government will negotiate for Zamora's surrender immediately.
