A ' Soviet republic has been proclaimed at Velpert, near Barmen, where the town hall was seized and bank officials were compelled to give up large sums of money. Workmen at Essen were invited to join the rebellion. BERLIN, 21st August, The security police has restored order ■at Velpert and arrested many of the communist ringleaders.
