Nationalist sources assert that * General Smuts approached the Nationalists, Unionists, and Labourites with a proposal to form a Government of the best men. The Nationalists were willing to cooperate provided the/ Ministerialists did not oppose the republican movement. General Smuts declined these terms. The Labourites declined to co-operate wii-h General Smuts.
