WASHINGTON, 30th March. ; The Secretary of State, Mr. Bainbridge Colby, has expressed the opinion that the resolution offered in the House of Representatives declaring peace with Germany cannot be accepted by the State Department. Congressmen generally agree, however, that Congress has n right to abolish the wartime regulations. The resolution provide.? that if Germany does not accept the terms of. the resolution within ninety days the: President is authorised to place an embargo on Germany. Many Democrats and Republicans agree-that Congress has no power to do. this.
