Congressmen generally agree, however, that Congress has n right to abolish the wartime regulations. The resolution provide.? that if Germany does not accept the terms of. the resolution within ninety days the: President is authorised to place an embargo on Germany. Many Democrats and Republicans agree-that Congress has no power to do. this.
