SIDE-TRACKING THE PRESIDENT
(Received April 1, 9 a.m.) WASHINGTON ,27th March. The- House of Representatives will consider the peace resolution on Tuesday. Plans are being made to pass the resolution over President .Wilson's veto if he does not accept it. The resolution will be framed to avoid the objection that the power of peace rests entirely with' the President. ■ ' . '
