It is reixn'ted from Buenos Ayres that a Treaty between Italy and Argentina for the free exchange of foodstuffs has been, drawn up, and a similar Treaty between Argentina and Japan is in process of negotiations, while pourparlers with a similar purpose are being exchanged between Argentina and Portugal.

The proposed arrangement between Japan and Argentina will include wheat, meat, fish, vegetables, and'fruits. Japan will export to Argentina canned and salt fish, and canned fruits and vegetables, while Argentina will send' to Ja[>an Wheat and beef. The Japanese Minister, Mr. Nakumura, speaking on the subject, said: "Iconsider the Treaty of great importance to Japan, owing to the high prices of foodstuffs there, and the state of unrest prevailing among the. people. I believe the Treaty alone will be sufficient to allay the unrest."
