, President Wilson's Note to the Allies on the Turkish situation has now been published. It declares that the United States is convinced that no final decision regarding the. Straits should be made without the consent of Russia. The United States cannot sanction any settlement that does' not grant American citizens and corporations rights in Turkey on an equality with those of other nations that are parties to the Turkish treaty. Armenia should be made independent, with access to the sea, and Turkey should relinquish < Mesopotamia, Arabia, Palestine, and Syria.. The Turk should not be allowed to remain in Europe. The southern part cf East Thrace should be given to Greece, and the northern part of East Thrace to Bulgaria. (Received April 1, 9 a.m.) PARIS, 30th. March. President Wilson's Note to the Allies on tho subject of Turkey, has been received; It. is understood. that it- is not unfriendly in tone. The I Jre3ident is anxious over the future of Armenia. He does not consider it desirable that the Turks should remain in Constantinople, but does not declare in .favour of formal expulsion. s
