Tho New York Times's correspondent states that th£ro will Be three main 1 preliminary peace conferences: Firstly, meetings of members of missions from ■various countries to determine what their own countries want; the second stage will be a series of conferences between England, America, France, and Italy. It is not expected that the smaller nations will participate in these conferences. It is expected that the "Bit? Four" (Britain, France, Italy, and the United States) will have agreed on a plan by the end of January. The smaller Allies will have (ho month of February in which to stuto their cases j ■ and present their claims. It is not pro' posed that Germany will have anything to say in the formulation o£ the peace) terms. The peace programme wili probably be handed to Germany by the end of March,, to reject or accept without argument. When Germany signs the peace treaty, other treaties will be handed to Bulgaria, Turkey, and Aus-tria-Hungary for. them to accept or reject. Jt is not expected that there will be any rejections. After these treaties f,re signed the League of Nations will be considered.
