"WASHINGTON, 22nd December. Arrangements have been made in Paris to release a million tons of shipping for the usa of the American export trade, in order to aid American industries to return to their pre-war footing.

The United States is believed to have obtained the sapping because Canada and Australia do not need the vessels, as their troops are not returning eai'ly. America desires to return her troops within twelve months.
