The Washington correspondent of the Now York Times reports that the State Department has received official information regarding the Russian reign of terror in Bolshevik territory. Oii 6th September an order was issued in Moscow to arrest all members of the British diplomatic mission; and the French ConsulGeneral and ■ his military attache, -who took refuge in the American Consulate. The British. Consul, Mr. Lockhart, was imprisoned in the Kremlin. On 4th September advices that the massacres of Russian citizens were continuing in Moscow. There were approximately 150 executions nightly and moire than 1000 people were; shot in ■ retaliation for an attempt on Lenin's life. On the 15th the most violent element of the Bolsheviks were in control-of Petrograd. (People were arrested en masso, and an unknown number was shot every day in Kroristadt. i ■■■'.•"
