Since the recent trouble with the Pateena the head executive of the Seamen's Union has been in communication with the head office of the Union .Company for an improved alteration in the stokehold manning of the ship,' and suggested that three-additional firemen bo carried, which would have made the stokehold manning- nine firemen and: three' trimmers, giving three firemen in a watch in place of two, and correspondingly, four fires per man ■in place ot six-(states the Watersider). The owners did not sec their way to go as far as the executive wished, but were agreeable for.the- vessel to carry nine firemen and no trimmers.- - This alternative was' fully-con-sidered, by the executive, and although it did hot come up to. what was desired, it was decided to give it a.trial, and with that object in sight,, the Marine Department was asked to waive the manning scale, providing for six firemen, and three trimmers, to permit of the vessel carrying nine , firemen and no trimmers. The executive .has learned that the Minister of Marine, being not desirous of exercising his power under section 57 of the Shipping Act, has caused the request to be referred to the Crown Law Department for its opinion, and, no doubt, the Minister will be guided by his legal advisers.
