REPLY TO'TURKISH REQUEST,
BERNE, 23rd July. The German Government, replying to Turkey's request for the.Russian Black Sea Fleet, declares that the Dreadnoughts and other best, ships . were destroyed, and the remainder is rightly the booty of Germany. There is not a single vessel fit for navigation, and they will take months to repair.
