AMSTERDAM, 24th July. The railwaynien in the Ukraine have struck, and all traffic is at a standstill. The Minister of Railways has threatened to put the railways under German military control and to dismiss the strikers if the strike continues.' Local strike leaders at Rovno wore arrested. The disorder throughout the country is increasing-
