The unanimous opinion is that the resumption of the German offensive will immediately follow Yon Kuhlmann's downfall. His supersession is a victory for the German High Command, who must prove the fallacy of Yon Kuhlmann's declaration that peace cannot be obtained by a military decision. LONDON, 11th July. The Reichstag majority parties are indignant at the military caste effecting Yon Kuhlmann's downfall, and appointing his successor. They declare that the military party's dictatorship is now apparent to the whole of the German people. Members of the Reichstag threaten fiercely to oppose the military policy. ■ • (published in the times.) ' AMSTERDAM, 11th July. The Berlin- press publishes inspired assurances that Yon Kuhlmann's fall ■will not involve a change of policy. The newspaper Germania states that Count Hertling. (the Imperial Chancellor) is convinced that .Von'Hintze will loyally support the existing policy.
