Tchitcherin) declared that the Soviet Commissaries were considering the possibility of the United States opposing Japanese intervention in Siberia. He said he'belie.ved that negotiations for that, purpose between the United States and Russia were possible. M. Trotsky opposed Jll. Tchitcherin, declaring that Russia, should not be under an -obligation to capitalistic America.
